H2 Performance Consulting (H2) is seeking a GIS Systems Specialist to join our current contract supporting the White Sands Missile Range. The GIS Systems Specialist will provide expert-level GIS analysis, geospatial application development, and system administration in support of a range of IT and mapping tasks including CAD, GPS, and emergency operations. Supports Department of Public Works (DPW) staff through technical mapping services, spatial database management, research, and document production.

Responsibilities Include:

· Provide GIS support under the Directorate of Public Works.

· Produce maps, map books, spreadsheets, and spatial data for Garrison and Test Center customers.

· Update and maintain ESRI enterprise geodatabases according to Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), Sustainable Range Program (SRP) standards and Quality Assurance Plan specifications.

· Create and maintain metadata for enterprise feature classes.

· Collect and/or process GPS data from fieldwork as required.

· Enter and update GIS data within enterprise geodatabases from sources like aerial photography, LiDAR, DEMs, and other raster sources.

· Create or edit GIS data from spreadsheets, site diagrams, as-builts, legal descriptions, PLSS data, or other information sources.

· Geo-reference maps, diagrams, or site plans as needed, and produce high-quality maps from geo-referenced data.

· Develop and maintain maps for Portal for ArcGIS, administer Portal users, and create Portal applications as needed.

· Provide ArcGIS Pro and Portal for ArcGIS support, conduct demonstrations and training sessions for users.

· Provide GIS support to the Emergency Operations Center (EOC) during exercises and emergencies.

· Provide print, scan, and laminate maps and graphics as needed.

· Attend briefings, meetings, and conferences as required, offering GIS expertise and support.

Required Qualifications:

· Minimum 3 years of experience using ArcGIS Pro (3.x) daily.

· Experience with Portal for ArcGIS, particularly in creating applications and dashboards.

· B.A., B.S. or M.S. in Geography or a related field. M.S. can supplement years of experience.

· Knowledge of SDSFIE is a plus.

· Knowledge of ArcGIS Enterprise (or ESRI Online) is a plus.

· Experience with GPS hardware and software is a plus.

· Experience with geodatabase versioned editing is a plus.

· Ability to work well in a fast-paced, customer-oriented environment.

· Strong time management skills across multiple concurrent projects.

· Excellent oral, written, and analytical communication skills.

· Experience with data modeling principles, map series, and basic knowledge of Python, SQL, or Arcade is a plus.

· Strong working knowledge of Windows and Microsoft Office tools, as well as good file management practices.

· Must possess SECRET clearance for access to classified areas and be eligible for government security investigation and clearance maintenance.

· U.S. citizenship and 18 years or older required.

· Valid Driver’s License for driving company vehicles.
